Biography
Elena Kulikov is Professor and Chair of the Department of Public Administration, College of Business Administration and Public Policy at California State University, Dominguez Hills. She received her M.A. in Public Administration and Ph.D. in Public Administration from the Maxwell School of Citizenship and Public Affairs, Syracuse University. Dr. Kulikov’s research and teaching focuses on social policy, quantitative research methodology, organizational performance, and intellectual history of public administration. Her most recent work is about transitions from centrally-planned to market-based economies in China and Russia. Dr. Kulikov’s articles have been published in the Aging and Social Policy Journal, the Public Administration Journal and the Social Protection Journal. Dr. Kulikov serves on the Council of the American Society for Public Administration Southern California Chapter.
