INSTRUCTIONS FOR THE APPLICATION FOR CREDENTIAL RECOMMENDATION

Education Specialist Preliminary Credential

The submission of the Application for Credential Recommendation (includes all required documentation) initiates a program evaluation and the formal credential recommendation by a Credential Analyst to the Commission on Teacher Credentialing (C.T.C.). Eligibility for a credential recommendation is based upon completion of all components of your program.  Being placed in an assignment or even completing student teaching will not guarantee recommendation for the credential if other requirements are not met.  All exams, assessments, coursework outside of CSUDH, etc. must be completed prior to submitting a credential request.  The results of the program evaluation will be sent to the e-mail address provided on the Application for Credential Recommendation.

RECOMMENDATION PROCESS

Once the credential has been recommended you will receive an email from the CTC requesting you to pay the $102.50 application processing fee and complete the Personal and Professional Fitness questionnaire. Fee payment must be made within 90 days of the recommendation date or CTC will cancel the recommendation. A few days after making your payment, CTC will forward a payment confirmation number to you. Provided that there are no extenuating circumstances, CTC will then send you an e-mail confirming that the credential has been granted. You will receive one additional e-mail notice which will provide the details of your credential. This final notice is the one you will use for employment purposes. Your credential and all information pertaining to such will appear as granted on the CTC website www.ctc.ca.gov .

APPLICATION PROCESS

  • Prepare your documents. Gather and scan your documents listed below and have them ready to upload.
  • Approximate processing times is three weeks, however this may increase during peak volume processing times.
  • You will be kept informed of your application status via email (make sure to check your spam and/or junk mail). If additional documentation is required, you will be notified via email by the Credential Office and/or the commission.

IMPORTANT NOTE:  Please make sure to verify with your faculty advisor and refer to your advisement/program plan for updated requirements/information.  Requirements are subject to change due to new legislative mandates.


EDUCATION SPECIALIST PRELIMINARY CREDENTIAL REQUIRED DOCUMENTATION

It is the applicant’s responsibility to verify that all credential requirements are successfully completed prior to or at the time of submission of the Application for Credential Recommendation.

Processing Fee

All applicants are required to submit confirmation of payment of the *$30 non-refundable COE Credential Request Processing Fee. Please click on this ToroPay link to pay this fee, then scan and upload a copy of your complete receipt.

Subject Matter Requirement

All (except Early Childhood) applicants must have submitted verification of successful completion of the Subject Matter Requirement.

RICA

All applicants are required to submit verification of successful passage of the Reading Instruction Competence Assessment (RICA) examination via a valid official copy of the Electronic Score Report (unique bar code required). NOTE: Does not apply to Early Childhood candidates first enrolled BEFORE July 1, 2022-please refer to program plan.

Teacher Performance Assessment

All MMSN and ESN applicants are required to submit verification of successful passage via the official copy of the electronic EdSp CalTPA Cycle Performance Summary Score Report (unique bar code required).

Degree Transcripts

All applications are required to submit verification of bachelor’s degree via official transcripts.

Credential Program Coursework Transcripts

All applicants must submit official transcripts verifying completion of required credential coursework.  For program coursework completed at another institution, approved equivalency via a Request for Course Substitution must be on file with department.  For program coursework older than five years, approved Petition Form for course recency must be on file with department.

U.S. Constitution

All applicants are required to submit official verification of successful completion of a college-level course or examination covering the United States Constitution completed at a regionally accredited college or university.

Program Plan

All applicants are required to have an updated Program Plan completed and signed by the Program Coordinator.

Certificate of Clearance

All applicants are required to have a valid Certificate of Clearance or California credential/permit recorded with C.T.C.

Bilingual Verification Letter (if Applicable)

Submit verification letter signed by the Bilingual Program Coordinator.
